The Regional Transportation Plan (RTP), inclusive of the Sustainable Communities Strategy (SCS), is a comprehensive plan guiding transportation policy for the region which make recommendations concerning improvements to the existing transportation network of highways, transit, air and water, rail and bicycling. The SCS puts forth a possible growth scenario to accommodate the new people, homes, and jobs within the region over the coming decades. The RTP is required by the California Transportation Commission (CTC) to be updated every four years by SLOCOG.

The 2023 RTP used the 2019 RHNA and the TEA as a basis for distributing new growth in the region.
