As a sub-recipient of Federal Highway Administration (FHWA) funds through Caltrans, SLOCOG, a Local Public Agency, is accountable for Civil Rights compliance as detailed in Caltrans’ Local Assistance Procedures Manual (LAPM). This requires Local Public Agencies (LPAs) to comply with three federal programs: Title VI, Americans with Disabilities Act (ADA), and Disadvantaged Business Enterprise (DBE).
