Public Hearing Notices

The San Luis Obispo Council of Governments (SLOCOG) will hold a Public Hearing on April 1, 2020, to receive public testimony on the following:

Rural Transit Fund Programming:  Approximately $505K in Rural Transit Funds (RTF) for Fiscal Year 2020/2021 is available to any service providers within the region that qualify as “non-urbanized” or rural transit operators.  Eligible projects for RTF funding must be consistent with the 2019 Regional Transportation Plan (RTP) policies for public transportation and recommendations from the most recent audits and Short Range Transit Plans (SRTP).

  • Regional Transit Authority (RTA/County) – Melissa Mudgett (781-4467)

  • City of Morro Bay – Janeen Burlingame (772-6263)

  • Ride-On Transportation – Mark Shaffer (541-8751)

State of Good Repair Programming:  Approximately $389K in regional discretionary State of Good Repair (SGR) funding for Fiscal Year 2020/2021 is available for transit capital projects that maintain the public transit system in a state of good repair.

The San Luis Obispo Council of Governments (SLOCOG) will hold a Public Hearing on April 1, 2020, to receive public testimony on the 2019 Federal Transportation Improvement Program (FTIP) Amendment No. 9. The 2019 FTIP Amendment No. 9 includes the following projects:

  1. SHOPP Collision Reduction Program.  New Rumble Strip Project. Various locations on State Routes 1, 41 & 227 Install centerline and edge-line rumble strip. FY 19/20 - $3.8M project total.

  2. Prado Road Overcrossing. Shift $6M STIP construction phase funding from FY22 to FY23.

  3. Bob Jones Pathway. Add $350k Regional Funding. 

  4. Avila Beach Drive. Modify record $700k County Funds FY19/20 to $700k STIP funds FY20/21, add $250k CMAQ and RSHA funds to FY20/21. 

  5. Pismo Congestion Relief Project – Add $1.2M CMAQ and RSHA funds to PE phase FY20/21. Increase FY20/21 STIP Funds $1.2M to $6.5M from $5.3M.

  6. 227 Los Ranchos Rd. – Add $500k CMAQ and RSHA funds for PE phase FY19/20.

  7. SR Roundabout Buckley Rd.- Add $699k Federal HIP funds to PE phase FY 19/20. Unprogram $243k CMAQ FY19/20 and add programming $250k Local County Funds FY20/21

  8. Various RSTP projects data clean-up– no FTIP fiscal, scope or narrative modifications.

  9. Brisco Road – Shift $6.6M STIP FY20/21 CON funds to FY22/23. Record City Funding commitment  $11M across FY20/21~FY22/23.

The FTIP is the region’s transportation programming document that contains a comprehensive listing of surface transportation projects that receive federal funds, are subject to a federally required action, or are regionally significant.  Highway and local road projects, public transit, bicycle and pedestrian projects are included in the FTIP based on programmed and committed federal, state, and local funding over the next four years.  

The San Luis Obispo Regional Transit Authority (RTA), the City of San Luis Obispo Transit agency and the South County Transit (SCT) agency rely upon SLOCOG, the Metropolitan Planning Organization (MPO) to meet the public participation requirements for the Federal Transit Administration (FTA) Program of Projects.
