PUBLIC HEARING NOTICE: NOTICE OF INTENTION TO SURPLUS AND SELL SLOCOG-OWNED PROPERTY IN THE CITY OF SAN LUIS OBISPO

Notice is hereby given; pursuant to California Government Code section 6063 that the San Luis Obispo Council of Governments (SLOCOG) intends to sell one parcel known as 1041 Mill Street in San Luis Obispo, totaling approximately 7,000 square feet of vacant land zoned Office (O), APN 002-323-023, to the highest bidder.  The parcel will be sold in as-is condition with no repairs, warranties or reports provided by SLOCOG, except a preliminary title report.

A written bid must be submitted on SLOCOG’s bid form.  A bid form and preliminary title report are available by contacting SLOCOG’s authorized agent, Shauna Dragomir, County Real Property Manager, County of San Luis Obispo, Central Services Department, 1087 Santa Rosa Street, San Luis Obispo, CA 93408.  The minimum bid price is set at $750,000.  All sealed written bids are due to the SLOCOG Real Property Negotiator at the above-referenced address on or before Tuesday, January 31, 2017 at 5:00 PM. The SLOCOG Board intends to conduct an auction of said real property at a regular meeting of its Board occurring in the chambers of the County Board of Supervisors, New County Government Center, 1055 Monterey Street, San Luis Obispo, at 8:30 AM, or as soon as possible thereafter as can be placed on the SLOCOG Board’s agenda, on Wednesday, February 1, 2017.  The sealed written bids will be presented at the SLOCOG Board meeting and oral bids will be called for before the final acceptance of any bid.  In the event no sealed written bids are received by the deadline, oral bidding will not take place.

PUBLIC HEARING NOTICE: FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM (FTIP) AMENDMENT NO. 2

Item to be removed from February 1st 2017 Board Agenda. Following a review of the three projects listed in the January 6, 2017 Public Hearing Notice, it is determined by staff that a public hearing is not required as the changes involved can be incorporated into the 2017 FTIP through administrative modifications and amendments procedures as outlined by the 2017 FSTIP Exhibit V, pg. 7 Administrative Modifications and Amend Procedures http://www.dot.ca.gov/hq/transprog/federal/fedfiles/2017_final_fstip/exhibit-v.pdf.  If you wish to comment on the projects during the public hearing, you may still do so during the public comment period. 

The San Luis Obispo Council of Governments (SLOCOG) will hold a Public Hearing on February 1, 2017, to receive public testimony on the 2017 Federal Transportation Improvement Program (FTIP) Amendment No. 2.  

The FTIP is the region’s transportation programming document that contains a comprehensive listing of surface transportation projects that receive federal funds, are subject to a federally required action, or are regionally significant.  Highway and local road projects, public transit, bicycle and pedestrian projects are included in the FTIP based on programmed and committed federal, state, and local funding over the next four years.  A current listing of all projects can be viewed in the Group Lump Sum listing of 2017 FTIP online at: http://slocog.org/programs/funding-programming/transportation-improvement-program

Amendment No. 2 to the 2017 FTIP consists of:  

a. Congestion Mitigation and Air Quality (CMAQ) Improvement Program Funding of SR 227 Operational Improvements Project FY17/18 $1.1M. 

b. SHOPP project 05-49285 in San Luis Obispo County, Route 1, R66.9/R67.2, Near San Simeon, Arroyo de la Cruz Bridge, Environmental mitigation FY2019/20 $8,819k. 

c. Atascadero Dial-a-Ride Vehicle Replacement.  FY16/17 funding shift capital project from Federal Transit Administration (FTA) 5307 to 5339 increased $145k to $163k. 

The San Luis Obispo Regional Transit Authority (RTA), the transit grant administrator for the City of Atascadero relies upon SLOCOG, the Metropolitan Planning Organization (MPO) to meet public participation requirements for the Federal Transit Administration (FTA) Program of Projects (POP).

PUBLIC HEARING NOTICE: LOW CARBON TRANSIT OPERATIONS PROGRAM (LCTOP) PROGRAMMING

The San Luis Obispo Council of Governments (SLOCOG) will hold a Public Hearing on February 1, 2017, to receive public testimony on the following:

Low Carbon Transit Operations Program (LCTOP) Programming:  An estimated $291K in FY 2016/2017 Low Carbon Transit Operations Program funds are available for public transit operating or capital projects within the region that support new or expanded bus service and to reduce greenhouse gas emissions.

The San Luis Obispo Council of Governments (SLOCOG) will hold a hearing to receive public testimony on Unmet Transit Needs within the County of San Luis Obispo and its seven cities.  The hearing will be held during the SLOCOG Board meeting on Wednesday, February 1, 2017, scheduled to begin at 8:30 a.m. in the County Board of Supervisors Chambers, County Government Center, 1055 Monterey Street, San Luis Obispo, California.
